But NBC News says that President Trump's intelligence chiefs, so that would be people including Tulsi Gabbard, are conducting a systematic campaign to rewrite the history of the 2016 election, seeking to reverse an 8-year-old assessment that Russia waged an information war to boost Trump's candidacy.
