So he wants to build the kind that the Navy uses. The Navy already knows how to make them and put in submarines. The thinking is it would be a lot cheaper if you were not constrained to put them in a submarine. Because if you put in a submarine they make it small and probably has to have submarine-specific capabilities. I don't know what that would be. But if you don't have those limitations of putting it on a submarine you might be able to build these fairly easily if you get California to approve it. You have the permits but I think that's short of all the approvals they would need to complete this.
